1946年9月29日生まれ。ランカシャー州マンチェスター・ベリー出身。King Crimsonへの参加が有名な名ドラマー。セッション・ミュージシャンとしても成功し、Bob DylanやDon Henleyなど有名アーティストのバックで活躍した。
ストックポートのローカル・バンドThe Jaguarsを経て、1964年にアクリントンのビート・グループThe Warriorsに加入しメジャー・デビュー。同バンドには後にYesのJon AndersonやBadgerのDavid Fosterが在籍していた。
1967年夏にはドイツ遠征時に親交のあったグループThe Big SoundにFosterとともに加入し、北欧ツアーを消化。帰国後にはFosterとThe Warriors時代の仲間Rod Hillらを加えてSleepyを結成。シングル2枚を発表した。
1969年には末期Bonzo Dog BandのツアーやVivian Stanshallのバックを務めたことが縁になり、同グループの中心人物Neil Innesの新バンドThe Worldの結成に参加、アルバム1枚を制作した。
1970年末、King Crimsonのヴォーカル・オーディションに参加したが、Andy McCullochの脱退で空席となっていたドラマーとして採用される。アルバム「Islands」の録音に参加後の72年4月に脱退。ツアー中にリーダーRobert Frippと方向性が衝突したことが要因で、同時期に在籍していたBoz、Mel CollinsとともにAlexis Kornerと合流し、The Snapeを結成。WallaceはCrimson在籍時からKornerのステージで臨時ドラマーを務めていた。アルバム2枚を残して解散した後は、Alvin Lee & Company、Steve Marriott’s All Starsなどで演奏。
1970年代後半からは活動拠点を米国に移し、Bob Dylanのバックで活躍したことを機にセッション活動を充実させている。79年にはJackie Lomax、Peter BanksらとTeabagsというバンドでも活動。80年代以降は、Jackson BrownやDon Henley、David Lindleyなどのビッグ・ネームのアルバムにも参加した。
1998年にはキーボード奏者のBrain TrainorとThe Wallace名義でIan McDonaldをゲストにアルバム「Take A Train」を制作。2003年には初のソロ名義でアルバムをリリース。自身がヴォーカルを取ったナンバーも収録。
また、Michael Gilesの後任で21st Century Schizoid Bandにも参加した。2005年はAdrian Belew、盟友Mel Collinsをゲストに自身が中心となったプロジェクトFission Tripでアルバムを制作。同年にはCrimson Jazz Trioを立ち上げて活動を開始。しかし、間もなく食道がんで療養を余儀なくされ、2007年2月22日にロスで他界。
