1948年8月14日生まれ。イングランド北西部ストックトン・オン・ティーズ出身。Elvis Costello & The Attractionsのメンバーとして著名な名ベーシスト。セッション・ミュージシャンとしても活躍した。
キャリア初期は後にFreeでブレイクを果たすPaul RodgersやWhitesnakeのMicky Moodyらとブルース・ロック・バンドRoadrunners、The Wild Flowersで活動。ロンドン進出を果たすも1967年夏にバンドは解散。その後もロンドンにとどまり、同年末には後にYesのオルガン奏者Tony KayeやドラマーWillie WilsonらとBitter Sweetというグループを組む。
1960年代末はキーボード奏者Peter BardensのR&BトリオVillageやSteve HoweのグループBodastなどで活動。1970年にはBardensのファースト・ソロ・アルバム「The Answer」のレコーディングに参加している。
1970年にはギタリストTim Renwickが結成した新グループQuiverに参加。すぐにBitter Sweet時代の仲間Wilsonも合流。1972年までにスワンプ/カントリー・ロックの2枚の好アルバムをリリース。この頃からはバンドメンバーとともに多くセッション・ワークもこなしたほか、ソロ・アーティストらのバック・バンドとしても活動。
1972年末にはSutherland Brothersと合流し、Sutherland Brothers & Quiverを名乗る。アルバム「Dream Kid」に参加するが、1974年にIain Sutherlandとの確執などからバンドを離れた。同年にはシンガーKeith WestとMoonriderを結成し1枚のアルバムを残した。
1977年、Elvis Costelloのバック・バンドとして結成されたThe Attractionsに参加。翌年のCostelloのソロ第2弾アルバム「This Year’s Model」からレコーディングに参加し、次作「Armed Forces」からはバンド名義でのリリースとなった。
以降約10年にわたってドラマーのPete Thomas、オルガンのSteve Nieveとともに不動のラインナップでCostelloを支えた。1980年にはThe Attractions単体でアルバムもリリースした。
しかし、The Costello Show名義でリリースされた1986年の「King Of America」のレコーディング・セッションを巡ってCostelloとの関係が悪化。次作「Blood & Chocolate」がバンド名義の最後作品となった。1994年のCostelloのソロ作「Brutal Youth」では8年ぶりの競演が実現している。その後はセッション・ワークを中心に活動。
