1942年2月24日生まれ。イングランド南岸のポーツマス出身。Manfred Mannやソロとして活躍したシンガー/ブルース・ハープ奏者。1970年代末にはThe Blues Bandを率いて再び高い人気を博した。本名Paul Pond。
1962年春、Alexis KornerのR&BバンドBlues Incorporatedに加わり、本格的にヴォーカリストとしてクラブ・シーンで活動を開始。同年末にはキーボード奏者のManfred Mann、ドラマーMike Huggらと合流しMann Hugg Blues Brothersを結成。Jonesが持ち込んだR&BテイストとMannらのジャズ志向が融合した音楽性がロンドンのクラブ・シーンで評判となり、翌年春にはManfred Mannに改名しHMVからシングル・デビューを果たす。
その後、大ヒット曲を連発しチャートの常連として活躍、モッズらに人気のグループとなった。人気絶頂期の1966年夏に念願だったソロ・シンガーとして独立。デビュー・シングルとなった「High Time」が全英4位、2nd「I’ve Been A Bad, Bad Boy」も同5位に輝くヒットとなり、ソロとしても大きな成功を収める。
1967年には映画「Privilege」（邦題「傷だらけのアイドル」）に主演するなどシンガーとしての活動と平行して俳優業も積極的にこなし、芸能界での地位を確立した。
1970年代は71年のVertigoからのソロ・アルバム「Crucifix In A Horseshoe」を最後にアルバムのリリースはなく、俳優としての活動に主軸を置き年に１度程度のソロ名義のシングル・リリースにとどまっていたが、1979年にはブルース・ギタリストのDave KellyやManfred Mann時代の仲間Tom McGuinnessらとThe Blues Bandを結成、久々にバンド活動を再開。
同グループは主にロンドンのパブ・サーキットで人気を呼び、アルバム、シングルを多数発表する成功を収めた。1990年代に入るとManfred Mannの中心メンバーによるThe Manfredsの結成に参加し、息の長い活動を続けた。
