1945年1月26日生まれ。ロンドンのサウスゲート出身。ニックネームは”Tyger”。Fairport Conventionの創設者で同グループのブレインとして活躍。脱退後はSteeleye Spanを経てAlbion Bandを率い、英フォーク・ロック・シーンに大きな足跡を残す。トラディショナル・ソングを学術的に研究するなど学者肌な気質から「教授」とも呼ばれる。
幼少の頃にサウスゲートからマスウェルヒルに移り、同地で育つ。1965年にはブルース・バンドDr. K’s Blues Bandを結成。翌年、脱退し地元でSimon Nicolらとジャグ・グループEthnic Shuffle Orchestraを結成する。翌年春にはNicolの友人を介して知り合ったギタリストのRichard Thompsonをスカウトし、Fairport Conventionを結成、1968年にPolydorからアルバム・デビューを果たす。
音楽性は当初、米国のロックやフォークに影響を受けたサイケデリックな方向性を見せていたが、Islandに移籍したセカンド・アルバムから加わったシンガーSandy Dennyが持ち込んだ自国のトラディショナル・ソングに着目するようになり、4作目にして歴史的名盤となった「Liege & Lief」でロックとトラディショナルの融合させた「エレクトリック・フォーク」を完成させる。
Fairportでは、音楽性を大きく変化させる中で他のメンバーよりもさらに深くフォーク・ミュージックに傾倒。自身の志向をより強く具現化するため、1969年秋にグループを脱退。アイルランドのトラッド・グループSweeney’s Menとのリハーサルを経験し、同グループにいたTerry WoodsとGay Woodsの夫妻、さらにデュオとして活動していたMaddy Prior、Tim Hartを加えて1970年初頭にトラディショナル・ミュージシャンによるエレクトリック・フォーク・バンドSteeleye Spanを結成する。
同年6月、アルバム「Hark ! The Village Wait」をリリース。セカンド・アルバムにはWoods夫妻に代わって名手Martin Carthyが加入。しかし、サード・アルバム録音後の1971年11月に自らグループを脱退。同グループの初期3枚のアルバムはいずれもトラッドへの斬新なアプローチが高く評価される力作に仕上がっている。
トラッド界の著名シンガーShirley Collinsと結婚したこともあり、さらにトラッドへの傾倒を深め、71年には英国トラッド、ロック、ジャズなど様々な分野のミュージシャンが一体となったShirley Collins & Albion Country Band名義の傑作「No Roses」を創り上げる。
72年からはAlbion Country Bandでの活動を開始し、その後、Albionの名の付く自身のグループをベースに長らく活動。1970年代後半から80年代に入ってからはトラッドを咀嚼してオリジナル曲も演奏するようになり、プログレッシヴな方向性もみせるようになった。その一方で様々なプロジェクトもこなし、CollinsとのEtchingham Steam BandやJohn KirkpatrickらとのプロジェクトMorris Onなどでも活動した。
ソロ・アルバムには学術的な視点で様々なダンス・チューンを収集・演奏したものや20世紀初頭にトラッド復興に尽力したセシル・シャープをテーマにしたものなど、異色作も多い。プロデューサーとしてもCollinsやCarthyらのアルバムを担当。
1994年からは自身の関わったグループの未発表音源をコンパイルした「The Guv’nor」シリーズをリリース。2005年には集大成となるボックスセットもリリースされた。2000年代にはRainbow Chasersを結成。
