1944年4月8日生まれ。ランカシャー州プレストン出身。マージー・ビートの隆盛期から活躍を続けた名ドラマー。John Mayall’s Bluesbrekersや自身のリーダー・グループKeef Hartley Bandでの活動が知られる。
1960年代前半はFreddie Starr & The MidnightersやRory Storm & The Hurricanes、The Ice Bluesなどのマージービート系の名グループで活動。The HurricanesではThe Beatlesに加入したRingo Starrの後任を務める形となったことでもよく知られる。1964年後半ロンドンに進出しThe Artwoodsに加入、Ｒ＆Ｂシーンをけん引する人気バンドとなる。
1967年５月、John Mayallがソロ名義でリリースした「The Blues Alone」の録音に参加。これを機に翌月、ギターのMick TaylorやサックスのChris Mercerらと新生John Mayall’s Bluesbreakersに加入。アルバム「Crusade」の録音に参加した。
1968年春には自身のリーダー・グループKeef Hartley Bandを結成。若き日のギタリスト・シンガーMiller Anderson、ベーシストGary Thainをバンドの軸に据え、ブラス隊に英国ニュージャズやジャズ・ロック分野の精鋭らをメンバー、準メンバーに招き、バンド・リーダーとして多くの才能を発掘する一方、良質なジャズ/ブルース・ロック・アルバムを数多くリリースした。Andersonの独立後にラスト・アルバムをリリースして1972年初頭に解散。翌73年には延長線上にある「Lancashiren Hustler」をソロ名義で発表している。
1971～1973年には再びJohn Mayallのバックを務めたほか、75年にはAndersonと再合流してDog Soldierを結成、アルバムを残した。1970年代半ばにはシンガーソングライターのMichael Chapmanのバックも務め、彼のソロ・アルバムにも多くセッション参加を果たしている。1982年には、Dick Heckstall-SmithやKeith TillmanらJohn Mayall’s Bluesbreakers時代の仲間とのブルース・ロック・バンドMainsqueezeの結成に加わったがすぐに離脱し、その後は目立った活動は聞かれなくなった。
ネイディブ・インディアンの熱心な研究家としても知られ、自身のKeef Hartley Bandの一連のアルバム・ジャケットでモチーフとしている。2011年11月26日故郷プレストンで他界。
