1952年４月４日生まれ。北アイルランドの首都ベルファスト南部・ブレイ出身。ハード・ロック～ヘヴィ・メタル、フュージョン・ロック・シーンで活躍した早弾きギタリスト。パワー・バラードなどで炸裂する「泣きのギター」は傑出。ギター・ヒーローの１人として1980年代の日本では特に高い人気を誇った。
クラブ経営者だった父親の影響で幼少の頃から音楽に親しむ。10歳の頃にギターを与えられ、まもなくバンド活動を開始。1960年代後半になるとブルースにはまり、John Mayall’s Bluesbreakers、Fleetwood MacのPeter Greenに憧れてプロ・ミュージシャンを目指すようになる。
1967年には負傷してギターが弾けなくなったDave Lewisに代わってベルファストのグループThe Methodに加入。翌68年クラブでの演奏が評判となり、アイルランド・ダブリンのブルース・ロック・バンドSkid Rowにスカウトされる。1969年に入って地元のローカル・レーベルのSongと契約、初のレコーディングにしてデビュー作となるシングル「New Places Old Faces」をリリースする。
同年末、Fleetwood Macのダブリン公演のステージ・アクトを務める。憧れのPeter Greenに高く評価され、CBSとの契約を勝ち取り念願の英国進出を果たす。ヨーロッパを含むツアーを敢行し秋にはデビュー・アルバム「Skid」をリリース。英国チャートの30位を記録するヒットとなった。セカンド・アルバム・リリース後の1971年末に離脱。まもなく自身のバンドを率いてマーキーなどを主体にライブ活動を再開、73年にはGary Moore Band名義でアルバム「Grinding Stone」をリリースするが、セールスは思わしくなく、バンドは自然消滅する。
1974年にはSkid Row時代の仲間のPhil Lynottが結成したThin LizzyにEric Bellの代役として参加。同年夏Jon Hisemanから新バンド結成を持ちかけられ、メンバー選考などに時間がかかったものの、キーボードのDon AireyやベーシストNeil Murrayら名手を加えて75年初頭から始動。レコード会社側の意向もあり、バンド名をColosseum Ⅱとして正式に活動を始める。Island、MCAから３枚のアルバムをリリース。1977年には再びThin Lizzyに呼ばれて全米ツアーのサポートも兼任した。
1978年からはソロ活動を活発化させる一方で秋からの全米ツアーに合わせて正式にThin Lizzyに加わっている。同年末に第１弾ソロ・アルバムを発表。79年夏にThin Lizzyを脱退し、G-Forceを結成するも短命に終わる。Greg Lakeとの活動を経て、82年には新たにVirginと契約しソロ活動を再開。83年には初来日を果たし、特に日本では高い人気を得る。
1990年代はブルースへと回帰。90年にリリースしたブルース・アルバム「Still Got The Blues」が各国で好セールスを記録した。94年には元CreamのJack BruceとGinger BakerとのスーパートリオBBMを結成。活動は短期間に終わったが、アルバム１枚をリリースした。2000年代以降もブルースに軸足を置いた活動を展開しコンスタントにアルバムをリリースし続けた。2011年２月26日、スペインでの休暇中に心臓発作に見舞われ他界。
