1936年10月24日生まれ。南ロンドンのルイシャム出身。最強のロックバンドThe Rolling Stonesのベーシストとして約30年間活動。二枚看板としてバンドの中軸となったMick Jagger、Keith Richardsに対してバンド内での立ち居地から「ザ・サイレント・ストーン」と呼ばれた。元々の本名はWilliam George Perksだが、セミプロ時代に友人の名前だったLee Wymanの芸名を名乗るようになり、1964年には正式にBill Wymanに改名した。
少年の頃はピアノを学び、まもなくベースにチェンジ。英空軍を経て1961年、ドラマーのTony ChapmanらとThe Cliftonsを組んで南ロンドンで演奏活動を行う。1962年にChapmanがThe Rolling Stonesの結成に参加し、彼の紹介でDick Taylorの代役で時折ステージに立つようになる。大きなアンプを持っていたことがメンバーに迎えられるきっかけになったとのジョーク交じりのエピソードが残る。
Taylorの脱退でオーディションを経て1963年1月に正式加入。クラブ・サーキットで演奏活動を活性化させるうちに徐々に人気を博し、同年シングル「Come On」でプロデビューを飾る。シングルヒットに恵まれ、すぐにトップバンドの仲間入りを果たす。
以降、約30年に渡ってCharlie Wattsとリズム・セクションを形成し、バンドの根底を支えた。楽曲提供を行っても採用されず、派手なステージパフォーマンスもないことなどからバンド内では最も地味な印象だったが、メンバーの中では最も早くソロ活動をスタートさせたことでも知られ、ウエスト・コースト人脈をバックに1974年にはデビュー・ソロ・アルバム「Monkey Grip」、76年には2nd「Stone Alone」をリリースしている。81年にはシングル「((Si Si) Je Suis Un Rock Star」を欧州でヒットさせた。
プロデュース、楽曲提供に関しては早くも1965年にスタートさせており、仲間内のThe Herdの前身The Preachersや女性シンガーBobbie Millerなど多くのシングルを担当。特にその後長くパートナーシップを組んでソロ活動やプロジェクトの相棒となるギタリストのTerry Taylorが在籍したThe EndやTucky Buzzard、Sons Of Heroesなどを手掛けたことで知られる。セッション活動としてはLeon Russellのソロ作やManassasなどのアルバムへの参加が有名。
活動初期から詳細な日記を記しており、1990年には自伝「Stone Alone」を刊行。Stones離脱後にはこの日記を元にしてStonesの足跡を詳細に綴った「Rolling with The Stones」を出版するなどライターとしても活躍。
このほかの活動としては、いずれも豪華メンバーによる1980年代半ばのチャリティ企画バンドWillie And The Poor BoysやStones脱退後の1997年からスタートさせたプロジェクト・グループBill Wyman’s Rhythm Kingsなどがある。
