1949年9月10日生まれ。バーミンガム出身。本名はBarrie Barlow。1970年代全盛期のJerhro Tullのドラマー。
1964年、ブラックプールでIan Anderson、John Evanらのローカル・グループThe Bladesに加入。1965年に同グループはThe John Evan Bandに発展する。1966年に離脱して同グループで一緒になったギタリストChris RileyらとAll Jump Kangaroo Bandを結成した。1968年にはThe John Evan Bandに復帰を果たし、メジャーデビューを控えてバンドはロンドン進出を計画。しかし、ブラックプールから離れることを拒んでグループを離れた。バンドはJethro Tullに改名し、まもなく人気バンドとなる。
1970年には後にStealers Wheelなどで活動するTony WilliamsらとのグループRequiemで活動。1971年、脱退したClive Bunkerの後任としてAndersonの要請でJethro Tullに加入。彼の加入でギターのMartin Barreを除く全メンバーがThe John Evan Bandの出身者で占められる形となった。アルバム「Thick As A Brick」の録音から参加、1980年までの約10年間在籍し黄金期のバンドを支えた。
脱退後は元Stone The CrowsのRonnie LeahyらとTandoori Cassetteを結成。シングル１枚を残すが短命に終わっている。その後はセッション・ドラマーとしてRobert Plant、Jimmy Pageら大物ミュージシャンらのバックを務めた。また、自身のバンドStormを率いての活動やスタジオ経営、マネージメント業、プロデューサーなど多彩な活躍をみせた。
